Alameda Street Widening - Anaheim to PCH

Notice of Availability (NOA) of a Draft Environmental Assessment (EA) and Notice of Intent to Adopt a Draft Initial Study/Mitigated negative Declaration (IS/MND) for the Alameda Street Widening Project; and Notice of Public Hearing

The California Department of Transportation (Caltrans) and the City of Los Angeles, Department of Public Works, Bureau of Engineering (BOE) have prepared the Draft Initial Study with Proposed Mitigated Negative Declaration/Draft Environmental Assessment (IS/EA) for the Alameda Street Widening Project.

Caltrans is the lead agency under the National Environmental Policy Act (NEPA), as assigned by the Federal Highway Administration (FHWA). The City of Los Angeles is the lead agency under the California Environmental Quality Act (CEQA).

Project Location

The proposed project is located on Alameda Street from Anaheim Street to approximately 300 feet south of Pacific Coast Highway in the Wilmington community of Los Angeles.

Project Description

The project would widen Alameda Street to provide three lanes in each direction, with a minimum right-of-way width of approximately 105 feet. In addition, the project would reconstruct the Henry Ford Avenue/Alameda Street/Denni Street intersection to a standard T-intersection configuration; upgrade railroad crossing facilities at the Wilmington Wye; construct a Class I shared-use bicycle and pedestrian path; and improve roadway pavement, drainage, lighting, traffic signal systems, and utilities.

The project is intended to improve goods movement, operational safety, and multimodal access along the Alameda Street corridor, consistent with regional and port-related transportation goals.

Summary of Significant Environmental Effects

The Draft IS/EA evaluates the potentially significant environmental effects of the proposed project related to the following resource areas: Existing and Future Land Use; Consistency with Federal, State, Regional, and Local Plans and Programs; Community Character and Cohesion; Relocations and Real Property Acquisition; Utilities and Emergency Services; Transportation; Visual/Aesthetics; Cultural Resources; Water Quality and Stormwater Runoff; Geology, Soils, Seismicity, and Topography; Hazardous Waste and Materials; Air Quality; Noise and Vibration; and Biological Resources.

The Draft IS/EA identifies feasible avoidance, minimization, and mitigation measures that would reduce potential impacts to these resource areas to less-than-significant levels. The proposed project would not result in substantial adverse impacts in any resource area.

Project-level conformity analysis shows that the project will conform to the State Implementation Plan, including localized impact analysis with interagency consultation for particulate matter (PM10 and PM2.5) and carbon monoxide (CO) required by 40 CFR 93.116 and 93.123. This project is not considered a Project of Concern regarding particulate matter (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1). A detailed PM10 and PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 CFR 93.116 requirements are met without an explicit hot-spot analysis. The project comes from a conforming Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP). Comment is requested regarding the project-level conformity analysis.

Public Review Period

The Draft IS/EA must be made available for public review and comment for 30 days prior to making a final determination. The public circulation period for the Draft IS/EA will begin on March 10, 2026 and conclude on April 9, 2026. Interested parties may submit their comments in writing by April 9, 2026. All comments received by closing of the public review period will be considered in the Final IS/EA for the project. Caltrans and the City will hold a hearing for the project at the following location:
