Project Information

Original Project Scope

The City Engineer has accepted Coastal Development Permit (CDP) Application No. 25-03 for the Angels Gate Park Master Plan Implementation (Project). The Project is located in the single permit jurisdiction area of the Coastal Zone and within the maintenance yard at the Dept. of Recreation and Parks (RAP) Angels Gate Park at 3601 Gaffey Street, San Pedro, CA. 

The Angels Gate Park Master Plan Implementation (proposed Project) is located within publicly accessible and restricted access areas of Angels Gate Park at 3601 Gaffey Street, San Pedro, CA 90731 in the single permit jurisdiction area of the CaliforniaCoastal Zone. The Project includes demolition of two latrines (building Nos. 825 and 827) in the upper reservation area of Angels Gate Park each approximately 1,400 square feet; and demolition of barracks (building No. 625), approximately 2,400 square feet, near S. Gaffey Street and Leavenworth Drive. The Project would make pedestrian access improvements including the demolition of the existing sidewalk and curb on Leavenworth Drive and replacement with new stairs and ramp. In addition,installation of up to four 2-foot by 8-foot facility directory signs near the Gaffey Street entrance of the park. The Project would landscape along Leavenworth Drive near building No. 625 which includes removal of existing vegetation and landscaping, planting species native to the region, and reconstruction of the irrigation lines. The existing stone pillars at S. Gaffey Street park entrance would be refurbished. Buildings No. 825 and 827 are inaccessible to the public with fences and locks. Additionally, buildings No. 825 and 827 are in a state of disrepair and are not currently suitable for any uses. Building No. 625 is not fenced in but is closed off to the public due to it being unsuitable for use or activity.

Amended Project Scope
An amendment to the scope to the Project required the City of Los Angeles Bureau of Engineering 

Two non-native trees would be removed as part of the Project: one Afrocarpus gracilior and one Washingtonia robusta. The tree removals are required because the trees’ roots are impacting the sewage system of Building No. 625. Neither tree is considered protected as defined by the Los Angeles City Protected Tree Ordinance No. 186873. The two trees would be removed following Department of Recreation and Parks (RAP) Urban Forest Manual Tree removal. Per the RAP Urban Forest Manual, the palm tree is considered invasive or undesirable and would not be replaced. The Project shall replace 32” of existing tree caliper with 13 new trees. The new trees consist of six Pinus torreyana and seven Quercus tomentella. The total diameter at breast height (DBH) in inches of the proposed trees equates to 32” and satisfies the total replacement ratio required. The new replacement trees for the Project will be installed in a location outside of the immediate Project area, but within the larger Angels Gate Park campus.

Environmental Review

RAP determined the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to: 

  • State CEQA Guidelines Article 19 15301 (b); 15301 (c); 15301 (h); 15301 (l)(4); and 15304 (b)
  • Los Angeles CEQA Guidelines Article III, Section 1 Class 1, Category 3; Class 1, Category 8; Class 1, Category 11 (d); and Class 4, Category 3.  

The Project consists of minor alteration of land, demolition of accessory structures, pedestrian facility improvements, minor landscaping without grading, and general facility maintenance. 

Coastal Development Permit Application 

PUBLIC HEARING: The City Engineer has accepted Coastal Development Permit (CDP) Application No. 25-03 for the Project and held a public hearing on May 6, 2025 at 6 PM. A second public hearing for the amendment was held on June 9, 2026 at 6pm . The public hearing notice and presentation slides are available for download below:

NOTICE OF DECISION and STAFF REPORT: On October 16, 2025, the Bureau of Engineering issued the Notice of Decision approving local CDP No. 25-03 with standard conditions and starting the appeal period which will end on October 31, 2025. BOE also released the Final Staff Report.

As of October 31, 2025, the BOE has received zero appeals on this CDP Application. 

NOTICE OF PERMIT ISSUANCE and CDP: No appeal has been filed with BOE for the CDP Application. On November 5, 2025,, the permit was issued along with a Notice of Permit Issuance to the applicant and a copy will be sent to the California Coastal Commission (Commission), South Coast District Office. Filing a Notice of Permit Issuance or Denial with the Commission starts a 20-working day period during which an appeal may be made to or by the Commission. The proposed development is within the single permit jurisdiction area of the California Coastal zone. No additional coastal development permit is needed from the Commission.
