The City of Los Angeles, Department of Public Works (City), Bureau of Engineering (BOE), is beginning the environmental review process for the proposed Lincoln Park Neighborhood Greenstreet Network Project (Project), consistent with the California Environmental Quality Act (CEQA).
PROJECT LOCATION AND SETTING:
The Project site consists of Lincoln Park and portions of the public rights-of-way of several roadways within the Lincoln Heights neighborhood in the eastern portion of the City of Los Angeles. The Project includes three components: Lincoln Park Lake Improvements within the approximately 45-acre Lincoln Park; Green Street Network Drywells along Humboldt Street and adjoining streets approximately 1.3 miles northwest of the park; and Green Street Network Landscape Improvements along select streets in the central portion of the Lincoln Heights neighborhood. The Project site is located within Los Angeles City Council Districts 1 and 14, Los Angeles County Supervisorial District 1, and the boundaries of the Lincoln Heights Neighborhood Council.
PROJECT DESCRIPTION:
The Project includes three components: Lincoln Park Lake Improvements; installation of approximately 37 to 50 drywells with associated storm drain infrastructure; and installation of approximately 172 street trees along selected public streets in Lincoln Heights. Lake improvements would include sediment removal, shoreline stabilization, pump house and circulation and aeration system upgrades, passive bioswales, and associated landscape and hardscape modifications. The drywells would capture, treat, and infiltrate runoff from an approximately 125-acre drainage area and would be sized to achieve an 80 percent long-term load reduction. The Project would provide short-term water quality improvement in Lincoln Park Lake, reduce pollutant loads to the Los Angeles River, enhance lake, park, and streetscape infrastructure, reduce localized flooding, increase groundwater recharge, and improve the neighborhood’s visual quality through landscaping. These objectives would support the Safe Clean Water Program and broader water quality goals for the Upper Los Angeles River watershed.
NOTICE OF PREPARATION:
The City of Los Angeles, Department of Public Works, (City) Bureau of Engineering (BOE) is initiating environmental review of the proposed Lincoln Park Neighborhood Green Street Network Project (Project) under the California Environmental Quality Act (CEQA). As the Lead Agency, the City has determined that the Project may result in significant environmental impacts and will prepare an Environmental Impact Report (EIR). A preliminary review of the project as designed has determined the Project will not likely result in impacts related to agriculture and forestry resources, energy, geology and soils, land use/planning, mineral resources, population/housing, public services, transportation/traffic, utilities and service systems. The EIR will evaluate potential effects on the following environmental resources:
- Aesthetics
- Air Quality
- Biological Resources
- Cultural Resources
- Greenhouse Gas Emissions
- Hazards and Hazardous Materials
- Hydrology and Water Quality
- Noise
- Recreation
- Tribal Cultural Resources
The City requests that Responsible and Trustee agencies provide input on the scope and content of the environmental information pertaining to their statutory responsibilities that must be included in the EIR. Agencies are also requested to provide the name of a contact person for their organization.
Furthermore, the City welcomes input from stakeholders, and other interested parties on the scope and content of the EIR. The City will use comments received during the environmental scoping period to prepare an EIR analyzing the proposed Project’s environmental impacts and alternatives. The City invites the public to attend the scoping meetings described below to learn more about the proposed Project and participate in the environmental review process.
PUBLIC REVIEW PERIOD:
The Notice of Preparation and Appendix G/Environmental Checklist will be available for public review from October 8, 2026, through November 30, 2026.

PUBLIC MEETING:
During the public review period, the City will hold two public meetings to receive comments on the scope and content of the EIR. Simultaneous Spanish interpretation and transcription will be provided.
