The Bureau of Engineering is committed to reducing the environmental impact of its public infrastructure projects through the implementation of the Buy Clean California Act (BCCA). This statewide legislation sets Global Warming Potential (GWP) limits for key construction materials, such as structural steel, carbon steel rebar, flat glass, mineral wool board insulation, and concrete, based on independently verified Environmental Product Declarations (EPDs).
BOE’s Special Order No. 03-0222 establishes guidelines for incorporating BCCA requirements into City projects, ensuring materials used meet state standards for embodied carbon. This initiative supports Los Angeles’ broader climate goals by encouraging transparency in material sourcing and advancing the use of low-carbon construction practices across the City’s built environment.
