Mount Lukens Communication Tower Improvements Project (Archived)

The proposed Mount Lukens Communication Tower Improvements Project is the construction of a new self-supporting steel tri-pod communication tower, which will be about 109 feet tall, and includes footing, cable trays and all appurtenances at an existing communications facility located at the top of Mount Lukens. The Mount Lukens facility is located on property leased to the City from the United States Forest Service in the Angeles National Forest near Mount Lukens Road and Rim of the Valley Trail. The site is surrounded by open space in all directions. Mitigation measures have been included to ensure that any impacts are reduced to less than significant.

Based on an Initial Study, the City Council adopted a Mitigated Negative Declaration on October 31, 2012 and a Notice of Determination was filed with the Los Angeles County Clerk (CF 12-1510).

In accordance with the National Environmental Policy Act (NEPA), codified at 42 U.S.C 4321 et seq., a Draft Environmental Assessment was prepared and made available for public comment. The project is subject to NEPA review because it is being funded, with Federal funding available from the U.S. Department of Justice, Office of Justice programs, Bureau of Justice Assistance. The Bureau of Justice Assistance adopted a Finding of No Significant Impact on September 7, 2012.
