The City, in cooperation with the United States Army Corps of Engineers Los Angeles District,
is proposing to construct an approximately 12-acre habitat-focused open and passive recreation
space adjacent to the Los Angeles River within the 42-acre G2 Parcel at Taylor Yard in the
neighborhoods of Cypress Park and Glassell Park. Features of the proposed Project may include
a Greenway/Walkway adjacent to the Los Angeles River, a Water Quality and Habitat
component that includes an intermittent wetland, an entrance plaza, and access to the historic
railyard turntable. A parking area would be provided for the Project within the entrance plaza on
the southern end of the lot. Access would be via Kerr Road, west of North San Fernando
Road. Under the direction of the Department of Toxic Substances Control (DTSC), existing soil
contamination from previous use as a railyard will be remediated to accommodate the proposed

Per the California Environmental Quality Act (CEQA) guidelines, the Bureau of Engineering is
planning to prepare a Supplemental Environmental Impact Report (SEIR) for the Paseo del Rio
Project. The SEIR is intended to inform decision-makers, public agencies, and the public about
the potential significant adverse environmental impacts prior to taking action. The proposed
Project was previously described in the Los Angeles River Ecosystem Restoration (LARER)
Project Feasibility Study Environmental Impact Report (EIR) and Addendum.
