Project Information
The City Engineer has accepted Coastal Development Permit (CDP) Application No. 24-03 for the Angels Gate Park Maintenance Building Replacement (Project). The Project is located in the single permit jurisdiction area of the Coastal Zone and within the maintenance yard at the Dept. of Recreation and Parks (RAP) Angels Gate Park at 3601 Gaffey Street, San Pedro, CA.
The existing shed (approximately 40 ft. L x 8 ft. W x 8 ft. H) and grounds are dilapidated and unsafe for use. The structure would be demolished, and the grounds would be cleared. The Project would demolish the existing shed; construct prefabricated concrete masonry block maintenance building (approximately 41.3 ft. L, 14 ft. W, 12.5 ft. H), at the same location; replace approximately 45 linear feet of 8-foot-high chain-link fence and access gate with a tubular steel fence and gate of similar height; replace existing electrical panel in the office building; and construct approximately 1,900 sq. ft. of concrete paving around the new maintenance shed.
Environmental Review
RAP determined the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to:
- State CEQA Guidelines Article 19 15301 (a); 15301 (l) (4); and 15303 (e)
- Los Angeles CEQA Guidelines Article III, Section 1 Class 1, Category 1; Class 1, Category 11 (d); and Class 3, Category 6.
The Project consists of minor alteration of electrical conveyance, demolition and removal of small structures, new construction of an accessory structure.

PUBLIC COMMENT: The public comment period is now closed.
NOTICE OF DECISION and STAFF REPORT: On December 3, 2024, the Bureau of Engineering issued the Notice of Decision approving local CDP No. 24-03 with standard conditions and starting the appeal period which will end on December 16, 2024. BOE also released the Final Staff Report.

As of December 17, 2024, the BOE has received zero appeals on this CDP Application.
NOTICE OF PERMIT ISSUANCE and CDP: No appeal has been filed with BOE for the CDP Application. On December 17, 2024, the permit was issued along with a Notice of Permit Issuance to the applicant and a copy will be sent to the California Coastal Commission (Commission), South Coast District Office. Filing a Notice of Permit Issuance or Denial with the Commission starts a 20-working day period during which an appeal may be made to or by the Commission. The proposed development is within the single permit jurisdiction area of the California Coastal zone. No additional coastal development permit is needed from the Commission.
