The minutes of the Los Angeles City Common Council for May 13, 1875, record:
"Nominations for the office of City Surveyor were proposed." M. Wolfskill and M. Kelleher nominated and "a vote having taken....M. Kelleher was declared elected." It was then voted that Mr. Kelleher would be required to give bonds in the sum of $500 and that John M. Baldwin be notified to deliver all maps, and property belonging to the City, to the Council Carried."
